       經(jing)國務(wu)院同(tong)意,日前,住(zhu)(zhu)房和城鄉建(jian)設(she)部(bu)印發《關(guan)于加強城市(shi)地下(xia)(xia)市(shi)政基礎設(she)施(shi)建(jian)設(she)的指(zhi)導(dao)(dao)意見(jian)》(以下(xia)(xia)簡稱《意見(jian)》),從開(kai)展普(pu)查,掌握(wo)設(she)施(shi)實(shi)情;加強統籌,完善協調機制;補齊短板,提(ti)升安(an)全韌性;壓實(shi)責(ze)任(ren),加強設(she)施(shi)養(yang)護;完善保障措(cuo)施(shi)等5個方面明(ming)確(que)了(le)(le)(le)具體措(cuo)施(shi),并分階(jie)段(duan)提(ti)出了(le)(le)(le)到2023年(nian)底前和到2025年(nian)底前目標任(ren)務(wu)。為指(zhi)導(dao)(dao)各地做(zuo)好文件貫徹(che)落實(shi),《中國建(jian)設(she)報》記者專(zhuan)訪了(le)(le)(le)住(zhu)(zhu)房和城鄉建(jian)設(she)部(bu)城市(shi)建(jian)設(she)司相關(guan)負責(ze)人,對《意見(jian)》進行了(le)(le)(le)解讀。

 

加強城市地下市政基礎設施體系化建設
推動城市治理體系和治理能力現代化

 

  問: 印發(fa)《意見》的背景是(shi)什么?

  答: 《意見(jian)》是深入貫徹黨的十九大和十九屆二中、三中、四中、五中全(quan)(quan)會(hui)精神,全(quan)(quan)面(mian)落實黨中央、國(guo)務院(yuan)決策部署的重要(yao)(yao)行動。城(cheng)(cheng)市(shi)(shi)地(di)下市(shi)(shi)政(zheng)基礎(chu)(chu)設(she)(she)施(shi)(shi)建(jian)設(she)(she)是城(cheng)(cheng)市(shi)(shi)安全(quan)(quan)有序運行的重要(yao)(yao)基礎(chu)(chu),是城(cheng)(cheng)市(shi)(shi)高質量發(fa)展的重要(yao)(yao)內容。近(jin)年來,城(cheng)(cheng)市(shi)(shi)道(dao)路(lu)塌(ta)陷事(shi)故(gu)多發(fa)頻發(fa),事(shi)故(gu)導(dao)致城(cheng)(cheng)市(shi)(shi)交通(tong)斷行,周邊停(ting)水停(ting)電停(ting)氣,居民生(sheng)活受到影響,甚(shen)至(zhi)造成(cheng)(cheng)人員傷亡。經對事(shi)故(gu)成(cheng)(cheng)因系統(tong)分(fen)析研究,城(cheng)(cheng)市(shi)(shi)道(dao)路(lu)塌(ta)陷事(shi)故(gu)暴露出城(cheng)(cheng)市(shi)(shi)地(di)下基礎(chu)(chu)設(she)(she)施(shi)(shi)規劃建(jian)設(she)(she)管理(li)方面(mian)存在不(bu)(bu)足,特別(bie)是在安全(quan)(quan)管理(li)上短板突出,主要(yao)(yao)表現(xian)在設(she)(she)施(shi)(shi)底數不(bu)(bu)清(qing)、統(tong)籌協調不(bu)(bu)夠、運行管理(li)不(bu)(bu)到位(wei)等問題,需要(yao)(yao)全(quan)(quan)面(mian)加強對城(cheng)(cheng)市(shi)(shi)地(di)下空間(jian)利用(yong)與(yu)市(shi)(shi)政(zheng)基礎(chu)(chu)設(she)(she)施(shi)(shi)建(jian)設(she)(she)管理(li)的指導(dao)與(yu)監督。為此,我們(men)經報請國(guo)務院(yuan)同意,向(xiang)各省、自治(zhi)區(qu)、直轄市(shi)(shi)人民政(zheng)府,新疆生(sheng)產建(jian)設(she)(she)兵團,國(guo)務院(yuan)有關(guan)部門和單(dan)位(wei)印發(fa)了《意見(jian)》。

  問: 《意(yi)見》對推進城市建設高質量(liang)發展(zhan)的重要(yao)現實意(yi)義(yi)是什么?

  問: 《意(yi)見》的主要內容是什么?

  答: 《意見(jian)》包括總體(ti)要求(qiu)和具體(ti)措(cuo)施,共6個部分(fen)16條(tiao)。總體(ti)要求(qiu)明確了指導思想、基本(ben)原則(ze)和目標(biao)任(ren)務。具體(ti)措(cuo)施如下:

  一是開展(zhan)普查,掌握(wo)設(she)(she)(she)(she)施(shi)實(shi)(shi)情(qing)。要求各城(cheng)市人民政(zheng)府組織開展(zhan)設(she)(she)(she)(she)施(shi)普查,從當地實(shi)(shi)際出發,制定總(zong)體方案,摸(mo)清設(she)(she)(she)(she)施(shi)種類、構成、規(gui)模等情(qing)況,并積極運(yun)用(yong)調(diao)查、探(tan)測等手段摸(mo)清設(she)(she)(she)(she)施(shi)功(gong)能屬性、位置關(guan)系、運(yun)行安全狀(zhuang)況等信息,掌握(wo)設(she)(she)(she)(she)施(shi)周邊水文、地質等外部環(huan)境,建(jian)立設(she)(she)(she)(she)施(shi)危險源及風(feng)險隱患管(guan)理臺賬(zhang)。在設(she)(she)(she)(she)施(shi)普查基礎(chu)上,要求城(cheng)市人民政(zheng)府同步建(jian)立和完善綜合(he)管(guan)理信息平臺,實(shi)(shi)現設(she)(she)(she)(she)施(shi)信息的共(gong)建(jian)共(gong)享(xiang),滿足(zu)設(she)(she)(she)(she)施(shi)規(gui)劃建(jian)設(she)(she)(she)(she)、運(yun)行服務(wu)、應急防(fang)災等工作需要,逐(zhu)步實(shi)(shi)現管(guan)理精細(xi)化、智能化、科(ke)學化。

  二(er)是加強(qiang)統籌,完善(shan)協(xie)調機制。要求各地根據地下空(kong)(kong)間(jian)實(shi)際狀況和城(cheng)(cheng)(cheng)市(shi)未(wei)來發展需要,立(li)足于城(cheng)(cheng)(cheng)市(shi)地下市(shi)政基(ji)礎設(she)施高效安(an)全(quan)運(yun)行和空(kong)(kong)間(jian)集約利用,合理部(bu)署各類設(she)施的(de)空(kong)(kong)間(jian)和規模。各城(cheng)(cheng)(cheng)市(shi)人民政府要建立(li)完善(shan)城(cheng)(cheng)(cheng)市(shi)地下市(shi)政基(ji)礎設(she)施建設(she)協(xie)調機制,推(tui)動(dong)相關部(bu)門溝通共享建設(she)計劃、工程(cheng)實(shi)施、運(yun)行維護等(deng)方面信息,切實(shi)加強(qiang)工程(cheng)質量管理。

  三是補齊(qi)短(duan)板,提(ti)升安(an)全(quan)韌性。要(yao)求各(ge)(ge)地(di)(di)(di)(di)(di)將消(xiao)除(chu)城(cheng)市(shi)地(di)(di)(di)(di)(di)下(xia)市(shi)政(zheng)(zheng)基(ji)礎(chu)設(she)施(shi)(shi)(shi)安(an)全(quan)隱患(huan)作為基(ji)礎(chu)設(she)施(shi)(shi)(shi)補短(duan)板的(de)重要(yao)任務,明確(que)質量安(an)全(quan)要(yao)求,加大項(xiang)目和資金保(bao)障力度(du),優(you)化消(xiao)除(chu)隱患(huan)工程施(shi)(shi)(shi)工審批流程,嚴格落實設(she)施(shi)(shi)(shi)權(quan)屬單位(wei)隱患(huan)排查治理責(ze)任,確(que)保(bao)設(she)施(shi)(shi)(shi)安(an)全(quan)。要(yao)求各(ge)(ge)地(di)(di)(di)(di)(di)切實加強城(cheng)市(shi)老(lao)(lao)舊地(di)(di)(di)(di)(di)下(xia)市(shi)政(zheng)(zheng)基(ji)礎(chu)設(she)施(shi)(shi)(shi)更新改造(zao)工作力度(du),科(ke)學制定年(nian)度(du)計劃(hua),逐步對超過設(she)計使用年(nian)限、材(cai)質落后的(de)老(lao)(lao)舊地(di)(di)(di)(di)(di)下(xia)市(shi)政(zheng)(zheng)基(ji)礎(chu)設(she)施(shi)(shi)(shi)進行更新改造(zao)。運(yun)用第(di)五代(dai)移動通信技(ji)術(shu)、物(wu)聯網、人工智(zhi)(zhi)能、大數據、云計算等技(ji)術(shu),提(ti)升城(cheng)市(shi)地(di)(di)(di)(di)(di)下(xia)市(shi)政(zheng)(zheng)基(ji)礎(chu)設(she)施(shi)(shi)(shi)數字化、智(zhi)(zhi)能化水平。

  四(si)是壓實責(ze)任(ren),加(jia)強設(she)(she)施養(yang)(yang)護。要求各地嚴格落實城(cheng)市地下(xia)市政基礎設(she)(she)施建設(she)(she)管(guan)理(li)中的權(quan)屬(shu)單位主體責(ze)任(ren)和(he)政府屬(shu)地責(ze)任(ren)、有(you)關(guan)行(xing)業部門(men)監管(guan)責(ze)任(ren),建立健全責(ze)任(ren)考核和(he)責(ze)任(ren)追究制(zhi)度(du)。各地要加(jia)強城(cheng)市地下(xia)市政基礎設(she)(she)施運(yun)營養(yang)(yang)護制(zhi)度(du)建設(she)(she),規范設(she)(she)施權(quan)屬(shu)單位的運(yun)營養(yang)(yang)護工(gong)作,建立完善設(she)(she)施運(yun)營養(yang)(yang)護資金投入(ru)機制(zhi)、定期檢查(cha)維護方案和(he)應急搶險制(zhi)度(du)。

  五是完善保(bao)障措施(shi)。要(yao)求各省級人民政(zheng)府(fu)健全牽頭部門抓總、相(xiang)關部門協同配合的工(gong)作機制,督促指(zhi)導本地區城(cheng)(cheng)市人民政(zheng)府(fu)扎實推進城(cheng)(cheng)市地下市政(zheng)基礎設施(shi)建設各項(xiang)工(gong)作,通過運(yun)行效率評估(gu),結(jie)合城(cheng)(cheng)市體(ti)檢,找準(zhun)并切實解(jie)決突出問題(ti)和(he)短板,保(bao)障設施(shi)安(an)全運(yun)行。各地要(yao)加(jia)大宣傳,推廣可(ke)(ke)借鑒案例,推介可(ke)(ke)復(fu)制經驗(yan),引導市場主(zhu)體(ti)積(ji)極(ji)參與,發(fa)動社會公眾進行監督,增強全社會安(an)全意識,營造(zao)良好輿論氛圍。

  問(wen): 關于做好《意見》貫徹落實工作有哪些考慮?

  答: 2021年(nian)是國民經濟和社會發展“十四五”規劃開(kai)局之(zhi)年(nian),也是《指導(dao)(dao)意見》印(yin)發實施的開(kai)局之(zhi)年(nian),為(wei)指導(dao)(dao)各(ge)地做(zuo)好學習貫徹工作(zuo)(zuo),擬重點(dian)開(kai)展以(yi)下工作(zuo)(zuo):

  一是(shi)召開(kai)專題會議(yi)。采取電(dian)視電(dian)話(hua)會議(yi)形(xing)式(shi),組(zu)織(zhi)各省住房和城鄉(xiang)建(jian)設等(deng)有關部(bu)門(men)召開(kai)專題會議(yi)。請(qing)部(bu)領(ling)導對學習貫徹《指導意見》工作(zuo)進行動員部(bu)署(shu)。

  二是制定工作手冊。制定印發《城市(shi)(shi)(shi)市(shi)(shi)(shi)政(zheng)(zheng)基礎設(she)(she)施普(pu)查工作手冊》,指(zhi)導各城市(shi)(shi)(shi)人民(min)政(zheng)(zheng)府開展城市(shi)(shi)(shi)市(shi)(shi)(shi)政(zheng)(zheng)基礎設(she)(she)施普(pu)查工作。

  三是開展宣(xuan)貫培訓(xun)(xun)。采(cai)取視頻會議形式,以會代訓(xun)(xun),圍繞具(ju)體專題,對各(ge)省級住房和城(cheng)鄉(xiang)建設主管部門(men)有關處室負(fu)責同志進行(xing)宣(xuan)貫培訓(xun)(xun),并結合疫情防控形勢,視情依托干部學院開展對各(ge)省級住房和城(cheng)鄉(xiang)建設主管部門(men)、城(cheng)市負(fu)責同志的地下(xia)市政基礎設施建設工作培訓(xun)(xun)。

  四是加強(qiang)經(jing)(jing)驗推(tui)廣。邀請有關(guan)專家對各地(di)加強(qiang)城(cheng)市(shi)地(di)下市(shi)政基礎設(she)施(shi)建設(she),開展設(she)施(shi)普查、完善(shan)保障措(cuo)施(shi)、補短(duan)板等工作進行現(xian)場指導(dao)。梳(shu)理(li)總結(jie)各地(di)好的經(jing)(jing)驗做法,供各地(di)參(can)考(kao)借鑒(jian)。
